I would also have to recommend the Garnier Light Brightening Roll-on. It is inexpensive and also people love the roll-on tip. The amazing thing is you don't need cream. The best thing for it? Baby oil. Honestly. Wipe some of it under your eyes, and dab off the excess. Ta-da. Wide-eyed, ready to face the day look. It's a life saver, and a cash saver.
I got some bag removing cream once. Never got it home because the bag disappeared.
I have heard Preparation H works however you might want to research it first before you try it.
