Best under eye cream for sensitive eyes?

i always get really dry %26amp; flakey skin around my eyes, and no, it isn't my makeup or lotions or anything doing it. when i had my wisdom teeth taken out i didn't use anything for a month and i still had flakey skin around my eyes. i've heard olay is good, but i was hoping for something cheaper?Best under eye cream for sensitive eyes?
